RESOLUTION ENDORSING THE LOCATION OF THE REPLACEMENT OF THE COBBAN BRIDGE AND AUTHORIZING THE HIGHWAY DEPARTMENT TO PROCEED WITH DESIGN OF THE NEW BRIDGE

Financial Impact

There is no fiscal impact to Chippewa County initially by passage of this resolution, however once contracts are approved, there will be a fiscal impact to Chippewa County which will be 20% of the cost of the design work. Federal funding will cover the other 80%.

WHEREAS, in 2009 the Chippewa County Board of Supervisors appropriated monies to begin the process of considering replacement of the “Cobban Bridge”; and

 

              WHEREAS, the Highway Department received a Federal Bridge Fund award for designing the replacement of the Cobban Bridge with funding for the design to be 80% federal funds and 20% county funds; and

 

              WHEREAS, in 2011 the Chippewa County Board of Supervisors appropriated the County’s share of initiating the design of the replacement of the Cobban Bridge; and

 

WHEREAS, the Chippewa County Highway Department and the Wisconsin Department of Transportation contracted with the engineering firm of AECOM to begin the Feasibility and Alternatives Study for designing the replacement of the Cobban Bridge; and

 

WHEREAS, in 2014 Public Information Meetings were held in the City of Cornell and in the City of Chippewa Falls to both inform county residents and to obtain public comments on the potential for the replacement of the Cobban Bridge; and

 

WHEREAS, based upon comments and concerns heard at those Public Information Meetings, the Chippewa County Highway Department, the Wisconsin Department of Transportation and AECOM began the process of identifying potential alternative locations for replacement of the Cobban Bridge; and

 

WHEREAS, during the Feasibility and Alternatives Study, the Chippewa County Highway Department, the Wisconsin Department of Transportation and AECOM, in concurrence with the Wisconsin Department of Natural Resources and the Army Corp of Engineers, determined that Alternative 1B Modified, which connects CTH ‘TT’ on the East side of the Chippewa River with 180th Street on the West side of the River, would be the Preferred Alternative and would be presented to the Public for comment; and

 

WHEREAS,  in January of 2016 additional Public Information Meetings were held in the City of Cornell and in the City of Chippewa Falls to present the public with the Preferred Alternative and to obtain public comment regarding the Preferred Alternative; and

 

WHEREAS, based upon comments received at those Public Information Meetings, there is overwhelming support for the replacement of the Cobban Bridge at the Alternative 1B Modified location;

 

NOW, THEREFORE BE IT RESOLVED, that the Chippewa County Board of Supervisors endorses Preferred Alternative 1B Modified for the replacement of the Cobban Bridge as shown in the attachment (Map of Alternative 1B Modified); and

 

              BE IT FURTHER RESOLVED, that the Chippewa County Highway Department is authorized to enter into design contracts to begin the design of the replacement of the Cobban Bridge at the location of Alternative 1B Modified to the extent that monies become available for such purpose.

Michels put a motion to put the resolution on the floor. Sikorski second the motion.

Kelley went over the Cobban Bridge presentation giving details on the project. Bruce Gerland from AECom discussed all the alternatives and the preferred location option, 1B Modified.

Motion (Sikorksi/Gerrish) to adopt resolution 08-16 endorcing the location of the replacement of the Cobban Bridge and authorizing the Highway Department to proceed with design of the new bridge. Motion carried (15-0).

Kelley stated that in order to receive federal funding for bridge replacement, the sufficiency rate has to be 50% or lower. The Cobban Bridge is at 31% and falls well within that requirement. The current bridge is going to have to be taken down, regardless. That cost is roughly $1 million and that is figured in to the total cost for replacement as presented. The current bridge would stay open during construction of the new bridge.
