RESOLUTION TO ESTABLISH THE TOTAL ANNUAL COMPENSATION FOR THE COUNTY CLERK, COUNTY TREASURER, AND REGISTER OF DEEDS POSITIONS FOR 2017-2020

              WHEREAS, pursuant to Wis. Stat. § 59.22(1), the County Board must establish the total annual compensation for services to be paid to certain county elected officials prior to the earliest time for filing nomination papers for the county elected office; and

 

              WHEREAS, it is the recommendation of the Executive Committee that the County Clerk, County Treasurer and the Register of Deeds each receive a 3% compensation increase for 2017 and a 2% increase each year for 2018 to 2020, commencing with the first day of the terms of office commencing in January of 2017; and

 

WHEREAS, the County Board desires to establish the total annual compensation for county elected officials, which is separate and distinct from the fringe benefits offered by the County to elected officials, and which fringe benefits are subject to increase or decrease during the officer’s term at the discretion of the County Board and in accordance with state and federal law; and

 

WHEREAS, as part of the County’s fringe benefit program, county elected officials may participate in the Wisconsin Retirement System in accordance with state law; and

 

WHEREAS, as part of the County’s fringe benefit program, county elected officials may elect to receive health insurance coverage under the same terms and conditions as the health insurance coverage offered to non-represented department head/management Chippewa County employees who are not law enforcement managerial employees or non-represented managerial employees described in Wis. Stat. § 111.70 (1)(mm).

 

NOW, THEREFORE BE IT RESOLVED, that pursuant to Wis. Stat. § 59.22(1), and effective on the first day of the term of office commencing in January 2017, the County Clerk, the County Treasurer, and the Register of Deeds shall each receive total annual compensation in the years 2017-2020 as follows:

 

2017 - $65,478.69

2018 - $66,788.26

2019 - $68,124.03

2020 - $69,486.51

                                         

BE IT FURTHER RESOLVED, that the aforementioned county elected officials are entitled to participate in the Wisconsin Retirement System (“WRS”) in accordance with the law.  Each elected official is required to pay their share of the total WRS required contribution.  Chippewa County will pay only its share of the total required WRS contribution by law.  It is expressly recognized that these shares may change when the required WRS rate is adjusted as authorized by law and these elected official contributions shall be pre-tax; and

 

BE IT FURTHER RESOLVED, that each elected official is eligible for, and may elect to receive, health insurance through Chippewa County’s health insurance plan.  This eligibility for health insurance coverage is expressly subject to the same terms and conditions (e.g. premium contribution, deductibles, co-pays, etc.) of the program, which may be modified from time to time, as non-represented department heads/management Chippewa County employees who are not law enforcement managerial employees or non-represented managerial employees described in Wis. Stat. § 111.70(1)(mm); and

 

BE IT FURTHER RESOLVED, that each elected official is eligible for, and may elect to participate in, other fringe benefits, excluding paid time off, subject to the same eligibility, terms and conditions as those benefits provided to non-represented department heads/management Chippewa County employees who are not law enforcement managerial employees or non-represented managerial employees described in Wis. Stat. § 111.70(1)(mm). It is recognized that the terms and conditions of these fringe benefits may be modified from time to time.

Michels stated that he was not comfortable with the discussion from last meeting so he asked Hohlfelder to contact Dr. McGrath to get more information on the intention of the numbers she provided in the compensation plan.

Hohlfelder emailed the comp plan grid to McGrath and asked her what the intent of the grid was. McGrath said at the time they did some analysis on elected officials and the salaries that were put on the schedule were based on actual data at that time. Step 1 was the average of the market at that time (2012). The additional steps would take into considering the county’s ability to pay, any pay adjustments to the grid, the meets expectation increase over time, what other counties are doing, etc. Dr. McGrath’s intent of the actual grid was not to use it several years later as actual compensation. For the Sheriff and Clerk of Courts it was more accurate because those salaries were set at the time of the study.

After that conversation Hohlfelder took the report from the other counties and determined the 2016 average. The County Clerk average is $61,392. The Register of Deeds average is $60,384 and the Treasurer is $60,617. See attached handout for additional clarification.

The committee reviewed all of the information provided and discussed several options. Shakal stated he has never seen an empty ballot and he feels Chippewa County is compensating these positions well.

Motion to amend the resolution and provide a 3% increase for 2017 and a 2% increase each year for 2018-2020 and forward to the County Board for consideration.

Motion (Ellis/Darrow) to amend the resolution to reflect a 3% increase annually for 2017-2020. Amendment failed (6-9) with Supervisors Zwiefelhofer, Goettl, Willkom, Skwierczynski, Ellis and Darrow voting aye.

Motion (Albarado/Leisz) to adopt resolution 10-16 establishing the total annual compensation for the County Clerk, County Treasurer and Register of Deeds for 2017-2020. Motion passes (10-5) with Supervisors Shakal, Gerrish, Ellis, Hull and Darrow voting nay.

Hohlfelder stated that Chairman Michels wanted clarification on the compensation study as presented to the Executive Committee. In speaking with Ms. McGrath the recommendation was to reevaluate what the current market is, in which a comparison of what other counties were getting was included in the agenda packet. The typical increase is usually between 1%-5%, so when McGrath initially set the compensation salary grid for elected officials, the increase was based on a average of 3%. The current compensation salary schedule was used when setting the Clerk of Court and Sheriff's salaries in 2014 for the 2015-2019 term. Supervisor Albarado stated that the Board does need to look at what other appointed employees are receiving for increases. Chairman Michels would like to see a procedure created for when setting elected salaries.

An employee receiving a 'meets expectations' will receive a 2% increase for 2016.
