Resolution to Consolidate Juvenile Intake into the Department of Human Services

Financial Impact

The consolidation will have a positive levy impact on the county, but the precise impact is unknown at this time. The savings will be included in the county's 2016 budget based on the consolidation plan to be completed in 2015.

WHEREAS, pursuant to 2-352(b)(15) of the Chippewa County Code of Ordinances, the County Administrator shall "[E]valuate departmental organization on a continual basis... recommend to the board the consolidation or combining of county offices, departments, or units;" and

 

                    WHEREAS, pursuant to 2-352(b)(17) of the Chippewa County Code of Ordinances, the County Administrator shall “[R]eview and approve all requests to fill, or reclassify, permanent, limited-term personnel and contracted positions to ensure the position is required and that salary funds are available”; and

 

                    WHEREAS, the County's Strategic Plan strives to enhance the internal operations of the county to better address future needs and to review all departments for efficiencies and opportunities to work together more effectively; and

             

              WHEREAS, currently juvenile intake services are attached to the courts, but may be provided by the Department of Human Services, pursuant to §§ 48.06(2) and 938.06(2), of the Wisconsin Statutes if authorized by the County Board; and

 

                    WHEREAS, consistent with the Strategic Plan, it is believed that consolidation of juvenile intake services into the Department of Human Services (DHS) will gain greater operational and fiscal efficiencies; and

 

                    WHEREAS, if this consolidation is approved, the County Administrator will form an implementation team comprised of the Juvenile Court Intake Worker and representatives from the courts, the Criminal Justice Collaborating Council, the Department of Human Services and other affected stakeholders, to use an inclusive and transparent process to prepare and draft an implementation plan for the consolidation and to address all ancillary issues; and

 

              WHEREAS, the County Administrator will present the implementation plan to the Executive Committee by June of 2015;

 

              NOW, THEREFORE BE IT RESOLVED, that effective January 1, 2016 and pursuant to §§ 48.06(2) and 938.06(2), of the Wisconsin Statutes, juvenile intake services shall be consolidated into the Youth Support & Services Division within the Department of Human Services and the Department of Human Services shall provide those services for the courts; and

 

              BE IT FURTHER RESOLVED, that the Juvenile Intake Worker position shall be transferred to the Department of Human Services effective January 1, 2016; and

 

              BE IT FURTHER RESOLVED, that the County Administrator shall form an implementation team comprised of the Juvenile Court Intake Worker and representatives from the courts, the Criminal Justice Collaborating Council, the Department of Human Services and other affected stakeholders, to develop a plan to implement the consolidation and address all ancillary issues; and

 

              BE IT FURTHER RESOLVED, that the Criminal Justice Collaborating Council (CJCC) shall then evaluate the proposed plan and submit its evaluation to the County Administrator; and

 

              BE IT FURTHER RESOLVED, that the County Administrator shall present the implementation plan and the CJCC evaluation to the Executive Committee by June 2015; and

 

              BE IT FURTHER RESOLVED, that the implementation plan and the CJCC evaluation shall be presented for review at the next County Board meeting subsequent to the Executive Committee presentation.

Pascarella explained the initial resolution was drafted per the directive of the Executive Committee at the last meeting. Since that time there were discussions between the Judge and County Board Chair.

Michels stated that last year when this subject came up there were some obstacles including a breakdown in communication. He recently met with Judge Cray and they discussed those issues and identified who should be involved in assisting with bringing the plan forward. They identified those individuals which then lead to additional language being added to the resolution.

Sherman explained the amended language was sent to the committee for review at the request of the County Board Chair. It was requested by the courts and Judge Cray. If the committee wants to support the amended language they will need to amend the resolution. Then the changes will be incorporated into the final resolution that goes to the County Board

Cray thanked the Chairman for the active role he played in this. Instead of fighting they come up with something they can all live with. He believes that by having the CJCC involved it gives them a positive role. He asked the committee to amend the resolution to include the suggested wording.

The committee members thanked Judge Cray for working together on this issue.
