Resolution to Approve Changes to the Long Term Disability Insurance and Life Insurance Plans

WHEREAS, the county adopted the Personal Time Off (PTO) policy on November 13, 2012 and it became effective on January 1, 2013; and

WHEREAS, the PTO policy included a requirement that all regular status part-time and full-time employees (excluding members of the Wisconsin Professional Police Association) carry long term disability insurance (LTD); and

              WHEREAS, the county recognizes that the LTD benefit is mandated to provide for long term income protection for employees in the event of a total disability; and

WHEREAS, it is usual and customary for employers to contribute 100% of the LTD premium for mandatory coverage; and

WHEREAS, the employee premium structure for LTD continued status quo after adoption of the PTO policy, based on the county’s former sick time policy, and was to remain so until such time that the county developed another premium structure; and

WHEREAS, county employees contributed approximately $15,200 toward LTD premiums in 2013; and

WHEREAS, the county also currently offers all regular status part-time and full-time employees a Humana $15,000 Basic Life/Accidental Death and Dismemberment policy that was previously included with the county’s self-insured health insurance program, until the County transitioned to a fully-funded health insurance plan in 2013; and

              WHEREAS, the Humana policy is now an automatic enrollment standalone life insurance policy with the County funding 100% of the premiums at a cost of approximately $14,900.00 in 2013; and

              WHEREAS, the county, as a Wisconsin Retirement System (WRS) participating employer has 88% of regular status employees participating in the WRS life insurance program in which the county is required to contribute 20% of the Basic Plan elected under the WRS life insurance program for enrolled employees; and

WHEREAS, because not all employees participate in the WRS life insurance program, a voluntary life insurance policy for employee’s to elect and contribute 100% of any required premium should be available; and

WHEREAS, because the county already funds a percentage of the WRS life insurance for enrolled employees as mandated by the Wisconsin Statutes, it is the recommendation of the county Administrator to discontinue the Humana Life Policy and fund 100% of the premiums of the LTD plan for employees; and

WHEREAS, this tradeoff between employee benefits will better align contributions for county mandated benefits against non-mandated benefits and will poise the county to offer other voluntary benefits to employees in the future as determined by the County Board; and

WHEREAS, the fiscal impact to the county will be approximately $300 if these changes are made;

NOW, THEREFORE BE IT RESOLVED, that the county shall pay 100% of the premiums for long term disability insurance for all regular part-time and full-time status employees effective January 1, 2015; and

              BE IT FURTHER RESOLVED, that the county shall discontinue the Humana Life Policy on December 31, 2014; and

              BE IT FURTHER RESOLVED, that the county shall offer a comparable voluntary life insurance policy to employees for coverage effective January 1, 2015, with 100% of required premiums to be paid by those employees choosing to enroll.
