Resolution to Create Public Health Aide Position in the Department of Public Health to do Early Hearing Detection and Intervention Outreach Activities

WHEREAS, in September of 2013, the Department of Public Health agreed to accept a grant from the State of Wisconsin to be responsible to do the Early Hearing Detection and Intervention Program outreach activities, pursuant to § 253.115, Wis. Stats., as part of the Western Regional Center for Children and Youth with Special Care Needs within the Department of Public Health; and

WHEREAS, prior to the Department of Public Health accepting the grant, the State of Wisconsin was responsible for completing the Early Hearing Detection and Intervention Program outreach activities; and

 

WHEREAS, the Department of Public Health was initially able to get authorization from the State of Wisconsin to use a limited term employee (LTE - up to 975 hours per year) to fulfill the activities required by the grant, who was also the same individual that had been completing those responsibilities for the State of Wisconsin; and

 

WHEREAS, the State has now essentially informed the Department of Public Health that to continue to receive the grant funding, a position should be created to meet the necessary 1044 hours of early hearing detection and intervention activities; and

 

WHEREAS, if this position request is approved, the current LTE position responsible for the hearing detention and intervention activities will be eliminated and the new Public Health Aide position will thereby be fully funded by the grant from the State of Wisconsin; and

 

WHEREAS, since the grant from the State of Wisconsin will fully fund this position there will be no fiscal impact to Chippewa County; and

 

WHEREAS, it is the recommendation of the Public Health Director and the Human Resources Director that since the current LTE has been performing these early detection and intervention activities for the previous 5 years through the State of Wisconsin and now through the Department of Public Health, that the LTE be hired as the new Public Health Aide;

 

              NOW, THEREFORE BE IT RESOLVED, that effective January 1, 2015, a part-time Public Health Aide position is created in the Department of Public Health to do the Early Hearing Detection and Intervention Program outreach activities as required by § 253.115, of the Wisconsin Statutes; and

 

              BE IT FURTHER RESOLVED, that the Human Resources Director and Public Health Director are authorized to offer this new position to the individual who is currently performing these outreach activities as an LTE with the Public Health Department; and

 

              BE IT FURTHER RESOLVED, that this position will be placed on Pay Grade D of the Salary Schedule.
