Resolution to Establish Health Insurance Plans and Premiums for 2015

WHEREAS, Security Health Plan, the county’s current health plan provider, has compared the 2014 plan year’s health costs and has submitted a renewal proposal to Chippewa County with an increase in cost of 5.5% from the 2014 plan year rates; and

 

              WHEREAS, the 2015 monthly health insurance premiums include the total costs for the medical claims, ancillary and administrative costs, and Health Reimbursement Account (HRA) funding for the plan Options; and

 

              WHEREAS, the County wishes to offer a lesser cost plan to those retiring employee’s qualified to elect retiree coverage by providing for Option #2 without an HRA; and

 

WHEREAS, the new retiree plan will require retirees to pay directly to Security Health Plan, which will be an administrative efficiency for the Treasurer’s Office and the DOA Finance and Human Resources Divisions; 

 

              NOW, THEREFORE BE IT RESOLVED, that beginning January 1, 2015, the monthly premiums and contribution amounts for the County’s Health Program Plans for all full time employees and COBRA qualified beneficiaries, excluding public safety employees represented by the WPPA collective bargaining agreement, will be as follows in Graph #1:

              BE IT FURTHER RESOLVED, that individuals participating in the Option #2 Open Access plan and Indemnity plan will receive an HRA in the amount of $500 per person up to 4 maximum per family ($2,000) and individuals who select the Option #2 HMO plan will receive an HRA in the amount of $600 per person up to 4 maximum per family ($2,400); and  

 

              BE IT FURTHER RESOLVED, that HRA funds shall be prorated due to mid year elections, qualifying events, or termination without COBRA continuation; and

 

              BE IT FURTHER RESOLVED, that beginning January 1, 2015, the monthly premiums and contribution amounts for the County’s Health Program Plans for the new retiree plan is as follows in Graph #2:

              BE IT FURTHER RESOLVED, that current retiree’s on the plan up to December 31, 2014 shall be ‘grandfathered’ to retain the health plan options that active employees receive in Graph #1, but may elect the new retiree option in Graph #2 during the County’s open enrollment period.  If the retiree elects the new retiree option, the employee will lose any option to revert to his/her former plan options; and

 

              BE IT FURTHER RESOLVED, that those retirees new to the plan on and after January 1, 2015 shall only have the new retiree health plan option.

 

              Forwarded to the County Board by the Executive Committee.

Pascarella reported there is a 5.5% cost increase to the County for 2015. There are no significant changes to the policy or plan. This will be our third year with Security Health Plan.
