WHEREAS, the County Administrator and the county bargaining team have been negotiating with the Wisconsin Professional Police Association (WPPA), the collective bargaining unit that represents the county public safety union employees; and

 

WHEREAS, a voluntary settlement between the parties has been reached; and

 

WHEREAS, the voluntary settlement is a reasonable agreement reached in good faith; and

 

WHEREAS, the members of the WPPA have ratified the agreement reached between the WPPA and the County; and

 

WHEREAS, the 2013-2015 settlement provides for numerous language item changes as well as the following changes:

                9/14/2014                 Implementation of a 7 Step Wage Grid

              1/1/2015              2% ATB increase

             

              WHEREAS, effective September 14, 2014, the WPPA agreed that its grandfathered members would begin contributing 3.5% of the required employee contributions toward their retirement into the Wisconsin Retirement System (WRS) and increase to one-half of the actuarially required contributions for general municipal employees effective January 4, 2015; and

 

              WHEREAS, as a result of the WRS contributions, certain long term Sheriff’s Department employees will experience a financial loss, and therefore the County agreed to make a one-time lump sum payment to these eight (8) employees as part of the last payroll period of 2014 to make those employees “whole”; and 

             

WHEREAS, the employees will continue to contribute 10% toward the cost of the health insurance premiums in years 2013, 2014 and 2015; and

 

WHEREAS, the total fiscal impacts for 2013 and 2014 are covered by the funds budgeted to cover the anticipated negotiated settlement; and

 

WHEREAS, the fiscal impact for 2015 will be budgeted during the normal budget process; and

 

WHEREAS, all benefit and language changes from the previous 2010 agreement are outlined in the attached “Changes to Agreement” document and accompanying exhibits;

 

NOW, THEREFORE BE IT RESOLVED, that the 2013-2015 WPPA Contract is ratified by the County Board of Supervisors, and the commencement date shall be January 1, 2013.
