Financial Impact

The total fiscal impact for the purchase of the software and hardware is $250,000. If this resolution is approved, the Highway Department Fund Balance Account will be reduced by $250,000.

WHEREAS, Chippewa County Policy 305 - Fund Balance or Non-Lapsing Account Expenditure Policy requires prior County Board approval for use of departmental fund balance that exceeds $50,000; and

 

WHEREAS, the Highway Department operates and maintains a wide variety of department vehicles and also maintains and manages the county's non-highway vehicle fleet; and 

 

              WHEREAS, the software the Highway Department uses to manage the operation and maintenance of these vehicles is in need of an upgrade; and 

 

              WHEREAS, Baker Tilly completed a management consulting study of the Chippewa County Highway Department in 2010 entitled “Chippewa County Highway Department Operational Analysis and Audit, Including Management Structure Study; and

 

              WHEREAS, one of the recommendations of the Baker Tilly study was that the Highway Department upgrade its maintenance record keeping systems to become more efficient and to improve and enhance operations; and

 

              WHEREAS, the Highway Department is requesting authorization to use $250,000 of Highway Department non-lapsing fund balance to purchase vehicle operation and management software and the management information systems hardware necessary to operate the software to meet the recommendation of the Baker Tilly study; and

 

              WHEREAS, the software and hardware proposed for purchase will be used for vehicle operations and maintenance as well as fuel systems management; and

 

              WHEREAS, upgrading the Highway Department vehicle operation and maintenance software/hardware is consistent with the Chippewa County Strategic Plan goal to “strive to enhance our internal operations to better address future needs”; and

 

              WHEREAS, the Finance Director and the County Administrator recommend that $250,000 from the Highway Department Fund Balance be used to purchase vehicle operation and maintenance software and the hardware necessary to run the software as part of the 2015 Capital Improvement Plan (CIP); and

 

              WHEREAS, winter maintenance funding for 2014 has been depleted due to the weather conditions from this past winter and it is anticipated that there may be a shortfall of approximately $1,000,000; and

 

              WHEREAS, if funds are needed to meet the shortfall in the winter maintenance budget, the funding from the non-lapsing fund approved through this resolution for the software and hardware purchase could be used instead to help balance the budget in the Highway Department;

 

              NOW, THEREFORE BE IT RESOLVED, that the Chippewa County Highway Department is hereby authorized to use Two Hundred Fifty Thousand and no/100 Dollars ($250,000.00) from the Highway Department Fund Balance Account #701-00-00000-340000 to purchase vehicle operation and maintenance software and hardware to upgrade the current system and to meet the recommendation of the Baker Tilly study, as part of the 2015 CIP and the 2015 Chippewa County Highway Department Budget; and

 

              BE IT FURTHER RESOLVED, that if deemed necessary by the Finance Director and the County Administrator, the $250,000 in funding from the Highway Department Fund Balance Account #701-00-00000-340000 for the purchase of the vehicle operation and maintenance software and hardware may be used instead to balance the budget in the Highway Department winter maintenance account.

BE IT FURTHER RESOLVED, that if deemed necessary by the Finance Director and the County Administrator, the $250,000 in funding from the Highway Department Fund Balance Account #701-00-00000-340000 for the purchase of the vehicle operation and maintenance software and hardware may be used instead to balance the budget in the Highway Department winter maintenance account.
