Financial Impact

The Facilities and Parks Division Fund Balance Account (#100-51-55201-385201) will be reduced by $64,000 in 2015. These funds were generated through the sale of tax deed land.

WHEREAS, the Facilities and Parks Division of the Department of Administration and the Facilities and Parks Committee have determined that various park improvement projects are required to continue to meet the needs of the county citizens and other users of county parks; and

 

WHEREAS, the Facilities and Parks Division has identified improvements to the beach at Pine Point County Park as a priority due to the current condition of the beach, safety issues present and low usage of the beach, likely due to the condition of the beach; and

 

              WHEREAS, the Facilities and Parks Division is in the process of developing a county Park Master Plan wherein a consultant will be hired to complete a full review of all county parks and develop and prioritize recommendations for improvements to the parks over the next 5-10 years; and 

 

              WHEREAS, the development of the Master Plan was inspired in part by the results of a survey of over 200 park users conducted in 2013; and

 

WHEREAS, Chippewa County Policy 305 - Fund Balance or Non-Lapsing Account Expenditure Policy requires prior County Board approval for use of departmental fund balance that exceeds $50,000; and

 

              WHEREAS, the Facilities and Parks Division is recommending that $64,000 of Fund Balance generated from the sale of tax deed land be used to implement the recommendations of the Master Plan as they pertain to the beach at Pine Point County Park; and

 

WHEREAS, the Finance Director and the County Administrator recommend that $64,000 from the Facilities and Parks Fund Balance Account be used to design and implement the recommended improvements to the beach at Pine Point County Park to address the conditions of the beach and the safety concerns in 2015 as part of the Capital Improvement Plan;

 

              NOW, THEREFORE BE IT RESOLVED, that the Facilities and Parks Division of the Department of Administration is hereby authorized to design and implement the improvements to the beach at Pine Point County Park as recommended by County Park Master Plan using Sixty Four Thousand and no/100 Dollars ($64,000.00) from the Facilities and Parks Division Fund Balance Account #100-51-55201-385201 to fund those improvements as part of the 2015 Capital Improvement Plan and the 2015 Chippewa County Budget.
