Resolution to Use Sales Tax Funds for Highway Roadway and Bridge Projects in 2015 as Part of the Capital Improvement Plan

Financial Impact

The Sales Tax Fund will be reduced by $400,000 in 2015. Bond funding of $2,000,000 will also be spent on these projects. The total project cost for this 2015 CIP will be $8,577,000. The project will be funded by using $2,000,000 in bonding, $1,600,000 of tax levy, and $400,000 in sales tax with the remaining funding coming from state and federal grants and aid.

              WHEREAS, Ordinance § 2-476 authorizes using a portion of the 1/2% County Sales Tax funds collected for Long Term Capital Improvement Projects; and

 

WHEREAS, Chippewa County Ordinance § 2-476(a)(4)(b) requires that annually and prior to the adoption of the annual County Budget, use of sales tax funds to fund capital improvement projects must be approved by separate County Board resolution; and

 

WHEREAS, the Chippewa County Highway Commissioner and the Highway Committee have identified certain Highway Department capital improvement projects be included in the Capital Improvement Plan (CIP) and to be completed in 2015; and

 

WHEREAS, the Highway Department is able to capture matching state and federal highway money by using county funds; and

 

WHEREAS, the Highway Commissioner and Highway Committee are recommending that sales tax funds be allocated to help leverage up to $4,577,000 in state and federal matching funds to complete roadway and bridge projects as part of the CIP in 2015; and

 

WHEREAS, it is the recommendation of the Finance Director and the County Administrator that $400,000 of sales tax funds as well as fund balances and $2,000,000 of funds from the 2013 transportation bonding be used to help leverage state and federal matching funds for these 2015 CIP projects;

 

              NOW, THEREFORE BE IT RESOLVED, that the sum of Four Hundred Thousand Dollars ($400,000.00) be transferred from Sales Tax Fund #230-03-59305-592901 to Highway Fund #701-38-53313-492909 to be used to qualify for state and federal match grant funding to complete the Highway Department roadway and bridge projects as enumerated in the Chippewa County 2014-2018 Capital Improvement Plan Justification Form” for 2015 and to be included in the 2015 Chippewa County Budget.
