Resolution to Use Sales Tax Revenue Funds to Hire a Consultant to Make Recommendations as to How to Upgrade the County Radio System as Part of the Capital Improvement Program

              WHEREAS, Ordinance 2-476 authorizes a portion of the 1/2% County Sales Tax for long term capital projects; and

                  WHEREAS, pursuant to County Ordinance 2-476(a)(4)(b), use of sales tax funds for capital improvement projects must be approved by separate County Board resolution prior to the adoption of the annual County Budget; and

                  WHEREAS, the county radio system used by the Sheriff's Department and other emergency law enforcement and fire departments throughout the county is in need of upgrading; and

 

              WHEREAS, it has been determined by the Sheriff and the Emergency Management Director that a consultant with expertise in county-wide radio systems should be brought in to study the current situation and make recommendations as to how best to proceed with the upgrade of the radio system; and

 

              WHEREAS, the consultant/engineer will be responsible for several phases of the project including the following:

1. Completing and in depth study of the current radio system.

2. Providing options and making recommendations to upgrade the system.

3. Completing specifications for the radio system upgrade based upon the county's choice of options.

4. Developing and overseeing the bid process for the radio system upgrade.

5. Overseeing the general contractor during installation of the radio system upgrade.

6. Conduct testing and final inspections of the radio system upgrade to insure that it meets the required needs and specifications.

              WHEREAS, the consultant study is the first phase of the radio system upgrade; and 

                  WHEREAS, it is the recommendation of the Finance Director and the County Administrator that $100,000.00 in sales tax funds be used in 2015 to hire a consultant to make recommendations on the radio system upgrade, as part of the 2015 Capital Improvement Program and the 2015 Chippewa County Proposed Budget; and

 

              WHEREAS, it is the recommendation of the Finance Director that any residual funds remaining after the study is completed be used to implement the recommendations of the study; 

                  NOW, THEREFORE BE IT RESOLVED, that the sum of One Hundred Thousand Dollars ($100,000.00) be appropriated from Sales Tax Fund number 230-03-59305-592920 to account number 100-24-52124-492909, to be used to hire a county-wide radio system consultant to study the county's radio system and to make recommendations as how best to upgrade the system, as part of the 2015 Capital Improvement Program and the 2015 Proposed Chippewa County Budget; and

 

              BE IT FURTHER RESOLVED, that any funds remaining after the consultant completes the study of the county-wide radio system and makes recommendations to upgrade the system shall be used to move forward with the upgrade.

 

              Forwarded to the County Board by the Executive Committee.

NOW, THEREFORE BE IT RESOLVED, that the sum of One Hundred Thousand Dollars($100,000.00) be appropriated from Sales Tax Fund number 230-03-59305-592920 to account number 100-24-52124-492909, to be used to hire a county-wide radio system consultant to study the county's radio system and to make recommendations as how best to upgrade the system, as part of the 2015 Capital Improvement Program and the 2015 Proposed Chippewa County Budget; and

BE IT FURTHER RESOLVED, that any funds remaining after the consultant completes the study of the county-wide radio system and makes recommendations to upgrade the system shall be used to move forward with the upgrade.
